A Professional Identity and a Professional Home for Special Educators: “Cognitive Education Specialists” by Dr. Gwen Kinard

This presentation will:

1) Give an historical overview of disabilities and the struggle for policy that would include students with disabilities to have access to a free and appropriate public education (FAPE).

2) Argue that while students, by Federal Law/policy now have FAPE, they will never actually fully receive it in reality, because as a nation, the culture of schooling in the United States does not recognize how best to serve the real need of students with disabilities, regardless of the label or category assigned to them.

3) Propose a solution to this complex and frustrating problem, the creation of Cognitive Education Specialists.
